Rules about taking e-scooters in the scheduled bus service of the RVV

The possibility of using e-scooters in scheduled buses is an important element in maintaining accessibility in the public transport. In order to ensure the safety of users of e-scooters and other passengers, the RVV orientates with this regulation at the current nationwide standard. The legal basis for the regulation is defined by a decree of the Supreme Building Authority in the Bavarian State Ministry of ome affairs, for construction and traffic from 15.03.2017 concerning the carriage obligation of e-scooters. The rules about taking e-scooters with the bus supplement the applicable transportation & fare rules.

The transport of electric scooters in regular buses of the RVV is generally permitted, provided that the e-scooter user carries a valid e-scooter passport of the RVV and the e-scooter has a valid e-scooter badge of the RVV. The rule about taking e-scooters in the buses applies in cases where several e-scooter users want to start a journey at the same time, primarily for severely disabled people with at least "G" mark and subordinated in the case of assumption ot cost transfer for the e-scooter by the health insurance.

Carriage only on the basis of a medical certificate, is not permitted in order to reduce surface competition between e-scooter users and other passengers.Entitlement to transport does not exist if the place for the e-scooter is already occupied by other passengers (wheelchair, other e-scooters, pushchairs or, in general, a fully occupied bus).

The e-scooter user must not carry anything with him that prevents or restricts the parking at the rear position directly at the leaning surface of the wheelchair space. The e-scooter user must carry both the documents required to prove his/her personal qualifications and the suitability of the e-scooter and show them to the driver upon request of the e-scooter.

 

Conditions for the e-scooter pass

The e-scooter user must be in possession of a disabled pass for people with severely impaired mobility that contains at least the "G" mark or in possession of a cost-acceptance declaration by the health insurance company for the used e-scooter.

The e-scooter user should be able to control the e-scooter safely, drive backwards into the bus independently, parking it properly at the correct position at the lean-to surfaces and manage to make the exit from the bus.
The e-scooter pass is limited to 3 years. With the expiration of the permit, a new training and examination is required.

 

Conditions for the E-Scooter badge

The e-scooter manufacturer must expressly provide a release in the operating instructions for taking the e-scooter with a ride-on person in suitable public transport buses placed back in a wheelchair space when the following criteria are met, provided that the criteria stated in the report of the Studiengesellschaft für Tunnel und Verkehrsanlagen (STUVA) "Additional technical questions to investigate the carrying capacity of electric vehicles (e-scooters) in scheduled buses" of 21 October 2016.

The following minimum requirements or criteria are therefore to be met by the e-scooter:

  • Total length of 1200 mm
  • 4-wheeled vehicle
  • 300 kg Limit value for the total mass of the e-scooter (curb weight plus body weight of the user plus additional load) 
  • Approval for forces acting on the e-scooter with a seated person in rearward-facing placement at the leaning surface of up to 0.8 g in the event of a panic braking or 0.5 g of transverse forces when cornering
  • Ensuring stability through a braking system, which always interacts with both wheels of one axle and can not be bridged by a differential (eg separate parking brake)
  • Sufficient ground clearance and climbing ability of the e-scooter to enter and leave the bus via a ramp inclined at a maximum of 12% without impacting the floor slab at the transition from the ramp to the vehicle.
  • Suitability for reverse entry into the bus
  • The e-scooter must not have any additional attachments that prevent or restrict the rear positioning directly at the leaning surface of the wheelchair space.
  • The suitability of the e-scooter for driving in vehicles of public transport must be determined by the manufacturer in the operating instructions.

 

Training and exams

The organization of the training is done centrally by the RVV. The e-scooter pass and e-scooter badge will be exhibited on-site at the training. The participation in training and examination as well as the e-scooter pass and the e-scooter badge are free of charge.
